This paper considers character sums over points \(x\in C_n\), given by \(x^{p^n}=xz^{p^n-1}\), over the degree \(n\) unramified extension of \(\mathbb{Q}_n\). As an example, the Heilbronn sum \(\sum^p_{x=1}\exp(2\pi ix^p/p^2)\) may be viewed as \(\sum_{x\in C_1(\mathbb{Q}_p)}\psi(x)\), where \(\psi\) is an appropriate additive character on \(\mathbb{Q}_p\). Both additive and multiplicative character, and combinations of the two, are considered. Following her earlier work [J. Number Theory 41, 199-217 (1992; Zbl 0760.11040)] the author constructs an idèle class characters on a rational function field, which allows the sums to be treated by Weil's method. This forms the bulk of the work, there being corollaries that give estimates for the sums under consideration.
