    A four-dimensional spherically covariant gauge invariant quasilocal framework for the perturbation of the Schwarzschild metric is given, using the \((3+1)\)-decomposition. The monopole and dipole parts of the theory are studied exclusively. An explicit expression for the energy and a new definition for angular momentum are given, which are compatible to the Christodoulou-Klainerman S.A.F. condition. The Regge-Wheeler and Zerilli equations are deduced from the newly defined canonical variables.
