An association scheme is Schurian if it can be induced from a transitive permutation group. From earlier work of \textit{P.-H. Zieschang} [J. Algebra 324, No. 12, 3572--3578 (2010; Zbl 1248.05213)], whether an association scheme is Schurian is understood in the case that the thin residue is a thin group. In particular, all association schemes with thin residue a finite cyclic group are Schurian. This article explores the challenging case that the thin residue is an elementary abelian \(p\)-group. In Definition 1.1, the authors define an HK-scheme according to some relevant conditions considered earlier by \textit{M. Hirasaka} and \textit{K. Kim} [ibid. 450, 298--315 (2016; Zbl 1329.05311)]. Theorem 1.2 establishes some properties of the automorphism group of an HK-scheme. Theorem 1.3 gives necessary and sufficient conditions for such a scheme to be Schurian. Various consequences of this characterization are presented as well.
