The paper deals with the allocation of new scientists to teaching and research careers. In earlier papers this problem was treated on the basis of a model with known parameters and as a classical control problem. There, the allocation proportion is the control and the cost functional took both short- and long-term goals into account. Here, system parameters with uncertainty are considered. The control problem is treated as a problem of robust control, insensitive to the system uncertainties, in order to assure the desired numbers of teachers and scientists. A policy maker can influence this control through the use of grants, scholarships, salaries, promotion opportunities and other forms of inducements.
