The authors determine the viability kernel of a differential inclusion valid on a finite time interval under a time-dependent phase constraint. A backward-stepping discrete method is proposed for constructing a viability kernel. The method is based on a discretization of the phase space and on analysis of ``backward'' reachable sets.
