    By repeating results of his (numerous) previous papers (the author gives references) he proves that potential (or obstacle) in scattering theory is rotationally invariant if and only if the scattering amplitude \(A(\xi,\theta,k)=A^ \#(\xi\cdot\theta,k)\) for some \(k\).
