A famous characterization theorem of H. Hadwiger states that any motion invariant, additive, continuous functional on the space of compact convex sets of Euclidean spaces may be represented by a linear combination of Minkowski's quermassintegrals. The differential/measure-geometric equivalent of the quermassintegrals are the generalized Lipschitz-Killing curvatures and measures, extended to sets with positive reach in Euclidean spaces by H. Federer, and further developed up to the class of second order rectifiable sets in Euclidean spaces by the author [Arch. Math. 46, 557-567 (1986; Zbl 0598.53058); Geom. Dedicata 23, 155-171 (1987; Zbl 0627.53053)]. A measure version of Hadwiger's theorem for convex bodies in Euclidean spaces was proved by \textit{R. Schneider} [Contributions to geometry, Proc. Symp., Siegen 1978, 13-59 (1979; Zbl 0427.52003)]. This article gives a similar characterization theorem like that of Hadwiger for curvature measures of second order rectifiable sets in Euclidean spaces. The key step is a polyhedral approximation with respect to flat seminorms of associated normal cycles, this reduces the general case to the classical one.
