Every closed 3-manifold can be obtained by Dehn filling on some surface bundle over \(S^ 1\) with connected boundary [see \textit{R. Myers}: ''Open book decompositions of 3-manifolds'', Proc. Am. Math. Soc. 72, 397-402 (1978; Zbl 0395.57002)]. From such a view point, the author discusses a problem: which 3-manifolds have a virtually \({\mathbb{Z}}\)-representable fundamental group (have a subgroup of finite index which maps onto the infinite cyclic group \({\mathbb{Z}})?\) He shows this in the case when a surface bundle over \(S^ 1\) does not have a hyperbolic structure with possible exceptions of a specified form. Determining a natural lower bound for the rank of the homology of finite sheeted covering spaces, he gives an interesting example that a/b-surgery on the figure eight knot produces virtually \({\mathbb{Z}}\)-representable fundamental groups for any a and for \(b\equiv \pm 2a\) mod 7 or \(b\equiv \pm a\) mod 13.
