    The linear operator \(A\) in \({\mathcal L}_2 (0, \infty)\) is generated by the differential expression \(- y'' + q(x)y\) and the separated boundary conditions at 0 and \(\infty\). The real-valued function \(q(x)\) is assumed to be such that Weyl's limit-circle case holds. One of the boundary conditions contains a nonreal coefficient and therefore \(A\) is dissipative but not self-adjoint. All its eigenvalues lie in the open upper half-plane. The theory of determinants of perturbations and Lifshits theorem are used to prove that the system of all root vectors of \(A\) is complete.
