This paper is the second in a series of two [the authors, ibid., 372-383 (1996; see above)]. It completes the proof of the second major theorem stated in the first paper. The content of the theorem is that the parameter set where a small-divisor condition holds is non-empty. An estimate of the measure of this parameter set is also stated and proved. The parameter set in question is a Cantor set, and derivatives with respect to parameters are derivatives in the sense of Whitney. The authors accordingly provide basic results about these Whitney derivatives.
