The authors shows that his calculus of bridged links in [Bridged links and tangle presentations of cobordism categories, Adv. Math. 141, No. 2, 207-281 (1999)] and \textit{R. Fenn} and \textit{C. Rourke}'s 1979 extension of Kirby's calculus on nonsimply connected 3-manifolds in [Topology 18, 1-15 (1979; Zbl 0413.57006)] are equivalent.
