    Let \(L\) be a link smoothly embedded in \(\mathbb{R}^ 3\). It is shown that there is a submersion \(f:\mathbb{R}^ 3\to\mathbb{R}^ 2\) and a point \(x\in\mathbb{R}^ 2\) so that \(L\) is the union of the compact components of \(f^{-1}(x)\). From this is constructed a nonsingular Morse-Smale flow on \(\mathbb{R}^ 3\) whose non-wandering set is \(L\).
