The author discusses the title problem; necessary and sufficient conditions for a finite energy integral are given. ``Non absolutely continuous'' refers primarily to concentrated loads. The paper is based upon two previous papers by the author [\textit{A Cialdea}, J. Elasticity 23, No. 1, 13-51 (1990; Zbl 0723.73023); and \textit{A. Cialdea}, Rend. Mat. Appl., VII. Ser. 9, No. 1, 1-8 (1989; Zbl 0724.73039)]. It is carefully written in the style of modern mathematical analysis. The paper presents fundamental results in classical elastostatics. As such, it should be of interest and use to theoreticians working in elasticity.
