    The authors have derived the necessary and sufficient conditions for the existence of reduced order, steady state, optimal linear state estimators for continuous, linear, dynamical systems when some measurements are noise-free. These conditions are shown to be dual to the generalized Legendre-Clebsch conditions for extremal controls. They have obtained optimal estimators without the use of Luenberger observers.
