In the author's paper [Prog. Math. 232, 525--570 (2005; Zbl 1084.53076)], certain spectral invariants of Hamiltonian paths on closed symplectic manifolds were constructed. In this paper, these invariants are used to give a criterion for a quasi-autonomous Hamiltonian path on a closed symplectic manifold to be length minimizing in its homotopy class. As a consequence, it is shown that an autonomous Hamiltonian path on a closed symplectic manifold is length minimizing in its homotopy class with fixed endpoints under the following conditions: (1) it has no contractible periodic orbits of period exactly equal to one; (2) it has a maximum and minimum that are generically under-twisted (see the paper for the definition) and (3) all its critical points are Floer non-degenerate.
