The structure of centralizer near-rings has been studied quite widely, some of the major workers in this area being C. J. Maxson, under whom the author studied, and \textit{K. C. Smith} [Commun. Algebra 8, 211-230 (1980; Zbl 0425.16028) and Houston J. Math. 11, 355-366 (1985; Zbl 0595.16031)]. Given a group \((G,+)\) and a semigroup \((S,\cdot)\) of endomorphisms of \(G\), the centralizer near-ring \(M_S(G)\) is the set of all self-maps of \(G\) commuting with the action of the elements of \(S\), under pointwise addition and function composition. Much of the work done on these near-rings has been concerned with their structure when \(G\) or \(S\) is suitably restricted. This paper is concerned with the case when \(S=E=\text{End }G\), the semigroup of all endomorphisms of \(G\), and seeks to determine when \(M_E(G)\) is a local near-rings as defined by \textit{C. J. Maxson} [Math. Z. 106, 197-205 (1968; Zbl 0159.03902)]. The group \(G\) is restricted to be finite, and this means that for \(M_E(G)\) to be local, \(G\) must be a finite \(p\)-group. Then \((M_E(G),+)\) is Abelian. Some general results giving information on \(M_E(G)\) for \(G\) a finite \(p\)-group are determined, and it is shown that the Frattini subgroup of \(G\) (the intersection of all the maximal subgroups) and the set of all elements of order \(p\) play an important role. This leads to the description of a number of cases in which \(M_E(G)\) is local. Extra special \(p\)-groups, that is non-Abelian \(p\)-groups whose centre, commutator subgroup and Frattini subgroup all coincide and are of order \(p\), are shown to lead to local centralizer near-rings \(M_E(G)\). A particular \(p\)-group is then studied which is not extra special and has a local centralizer near-ring which is not of the form \(Z_{p^n}\). Another case of a non extra special \(p\)-group with \(M_E(G)\cong Z_{p^{m-1}}\) is also given. This study opens up many interesting lines of investigation.
