Summary: Continuing the work of \textit{L. Chiantini} and \textit{C. Ciliberto} [J. Algebr. Geom. 8, No.1, 67--83 (1999; Zbl 0973.14017)] on the Severi varieties of curves on surfaces in \(\mathbb{P}^3\), we complete the proof of the existence of regular components for such varieties.
