Let us consider a control system governed by a linear equation \[ y'( t) =Ay( t) +u( t) ,\quad y( 0) =\xi,\tag{*} \] where \(\xi\) and \(T>0\) are fixed, \(u( \cdot) \in L^{\infty}( 0,T;E) \) and \(A\) is the infinitesimal generator of a strongly continuous semigroup in the Banach space \(E\). The author considers the norm optimal control problem of driving the initial condition \(\xi\) to a target \(\bar{y}\) in time \(T\) by means of a control \(\bar{u}( \cdot) \) such that \[ \|\bar{u}( \cdot) \|=\min\{ \|u( \cdot) \|;y( T,\xi,u) =\bar{y}\} \] where \(y( T,\xi,u) \) is the solution of equation (*) corresponding to the initial value \(\xi\) and control \(u( \cdot) \in L^{\infty}( 0,T;E) \). The main result of the paper is Theorem 6.1, which states that for the above formulated norm optimal control problem there exist singular extremals, i.e. extremals that do not satisfy the Pontryagin maximum principle.
