A Bessel-type singular dissipative boundary value transmission problem is under investigation in this paper. The authors are interested in answering the question: Do the eigenvalues and the associated functions of the dissipative boundary value problem span the whole space? It is proven that all eigenvalues of the considered boundary value transmission problem lie in the open upper half plane and they are purely discrete. The Krein's theorem is used as a main result to study the completeness of the system of root vectors.
