    Within the background of exact magnetic fields modeled by the action functional given by length plus linear magnetic term, i.e., by a Finsler Randers-type fundamental function with no restriction on the 1-form, it is notable that the functional is not bounded from below in the space of closed contractible curves, and that the principle of ``throwing out cycles'' provides lower estimates for the critical levels. It is proved that for almost every energy level, this principle gives periodic magnetic geodesics on the critical levels defined by the thrown out cycles.
