The authors discuss the title problem where the ``bogie'' consists of a frame attached to a pair of wheelsets via a suspension system allowing three translational degrees of freedom. The wheels in turn move on rails which may be straight or curved. The analysis allows for different local stiffnesses between the wheel flange and the rail, and the focus is upon hunting motion and critical speed determination. The paper, although applied to train dynamics, provides a well-written procedure for obtaining numerical estimates and evaluations of complex behavior of large mechanical systems.
