Let \((M,g)\) be a compact Riemannian manifold endowed with a minimal Riemannian flow of codimension \(q\), \(\gamma_M\) be a lower bound of the curvature operator on \(M\) restricted to the normal bundle, and \(\beta_M^1\) be the lowest eigenvalue of the square of the O'Neill tensor, i.e., a skew-symmetric endomorphism. Let \(p\in \mathbb N\) such that \(p\in \left[1,\big[\frac{q}{2}\big]\right]\). Then the authors state that \(\lambda_{1,p}\), the first eigenvalue of the basic Laplacian operator acting on \(p\)-forms, satisfies \[ (1):\ \lambda_{1,p}\ge p(q-p+1)(\gamma_M+\beta^1_M),\] and if equality is reached in (1), then \(M\) is isometric to the quotient space \((\mathbb R\times\Sigma)/\Gamma\) such that \(\Gamma\) is a fixed-point-free cocompact discrete subgroup of \(\mathbb R\times \mathrm{SO}(q+1)\) and \(\Sigma\) is a compact simply connected manifold of positive curvature.
