The authors prove the bound \[ c_1(q)T(\log T)^{k^2} \leq \int_0^T| L(1/2+it,\chi)| ^{2k}\,dt \leq c_2(q)T(\log T)^{k^2} \quad(0 < c_1(q) < c_1(q)),\tag{1} \] where \(T\to\infty, k = 1/n, n\in\mathbb N\), \(L(s,\chi)\) is a Dirichlet \(L\)-function with \(\chi(n)\) a character to the modulus \(q\). This result, whose merit is that the upper and lower bound are of the same order of magnitude and the constants do not depend on \(n\), was already proved by \textit{M. Jutila} [Bull. Lond. Math. Soc. 38, 513--518 (1983; Zbl 0493.10043)] for the Riemann zeta-function (i.e., \(q=1\)). Jutila in his work used a method of \textit{D. R. Heath-Brown} [J. Lond. Math. Soc. (2) 24, 65--78 (1981; Zbl 0431.10024)]. The authors use the same techniques to obtain the bounds in (1), showing first that it is sufficient to prove the result for non-principal characters \(\chi\). These techniques involve Dirichlet polynomials and Dirichlet series, Gaussian exponential weight and Gabriel's convexity theorem for analytic functions.
