Associating as usual a relaxed control problem with a given original control problem, governed by semilinear elliptic equations in the presence of pointwise state constraints and without convexity conditions, the authors at first give interesting historical remarks and then prove existence, uniqueness and regularity of relaxed solutions. Then results for the adjoint equation and stability results follow. Finally, using ideas of \textit{N. S. Papageorgiou} [J. Math. Anal. Appl. 164, 83-103 (1992; Zbl 0766.49010)] and variants of the penalty method of Berkovitz different \(\varepsilon-\)approximate optimality conditions are given with full proofs including \(\varepsilon \rightarrow 0\).
