In this paper the authors give three characterizations of a local (also called in previous work a quasi-local ring) commutative ring with identity, i.e. one with a unique maximal ideal. Furtheron characterizations in terms of fuzzy local ideals are given for local Artinian commutative rings with identity and for fields. These characterizations are used to establish a necessary and sufficient condition for a ring of fractions in order to be a localized ring at a prime ideal, i.e. if there exists a prime ideal such that the closed multiplication system \(S\) defining the ring of fractions is equal to the complement of a prime ideal of the ring. In the last part of the paper the notion of an \(S\)-minimal generating set for a fuzzy ideal of a ring in terms of fuzzy singletons is introduced and its relation with minimal generating sets for the fuzzy ideal is outlined. Finally some applications to fuzzy intersection equations are given.
