A proposal for the correction of the main result of the title's paper is made [\textit{K. L. Cooke} and \textit{P. van den Driessche}, Funkcial. Ekvac, 29, 77-90 (1986; Zbl 0603.34069)]. Some accompanying comments on other points are given. A simpler central result is derived. An explicit representation of the set of stable delays is achieved. \(\copyright\) Academic Press.
