Starting with two \(\sigma\)-algebras \({\mathcal A}\subset {\mathcal A}_ 1\) and an atomic measure \(\nu\) on \(\mathcal A\), this paper considers the set of all quasi-measures (i.e., finitely additive set functions) on \({\mathcal A}_ 1\) which are extensions of \(\nu\). Equivalent conditions are given for the \(\sigma\)-additivity of every quasi-measure extension, some of these conditions involve extreme extensions of \(\nu\). The results of the atomic case are applied to the extension problem of two-valued measures.
