Frequency domain necessary and sufficient robust stability conditions are derived for the Hurwitz stability of a family of quasipolynomials (linear time invariant time delay systems). Each coefficient of a quasipolynomial belongs to a prescribed annulus in the complex plane, and each delay belongs to a prescribed real interval. The computational burden associated with the conditions is to check the ``zero exclusion criterion'' for each frequency that belongs to a finite interval. The checking of the ``zero exclusion criterion'' for a fixed frequency is reduced to a solution of a finite number of optimization problems, each admitting a closed form solution. The paper seems mathematically sound, and I did not discover any obvious errors.
