The authors construct a functional calculus for linear unbounded operators \(A\) whose spectrum lies in a sector of a complex plane and whose resolvent satisfies \(\|(z-A)^{-1} \|\leq M |z|^{\gamma}\) for some \(-1< \gamma <0\) and all \(z\) outside the sector. No assumption on the density of the domain \(D(A)\) is made. Operators of this type arise when studying classical boundary value problems for elliptic equations on spaces of Hölder continuous functions instead of the usual \(L_p\) spaces. By means of the proposed calculus the authors define and study complex powers and semigroups associated with \(A\). The results are applied to prove the existence and uniqueness of classical solutions of linear and semilinear abstract differential equations.
