This is the last part in a long term project of the author, devoted to a proof of the Deser-Schwimmer conjecture. This conjecture gives a complete description of all local Riemannian invariant functions whose integral is conformally invariant. The earlier works of the author on this topic culminated in the book [The decomposition of global conformal invariants. Princeton, NJ: Princeton University Press (2012; Zbl 1258.53003)]. The book, however, does not contain the proof for several claims, which concern the structure of local Riemannian invariant functions. These claims are proved by the author in Part I [SIGMA, Symmetry Integrability Geom.\ Methods Appl. 7, Paper 019, 41 p. (2011; Zbl 1218.53038)] and in the paper under review. After a general introduction describing the project and the role of the paper under review in the whole picture, the author proves several results describing possibilities for rewriting local Riemannian invariants in different situations. As the title of the article indicates, this is a pretty technical matter.
