    The paper investigates an optimal control problem of elliptic variational inequalities with a singular perturbation in their main part. The state variational inequality has the form \[ \langle \varepsilon\mathcal A(e)u_\varepsilon (e)+\mathcal B(e) u_\varepsilon (e),v-u_\varepsilon (e)\rangle_{V(\Omega)}\geq \langle f+B(e),v-u_\varepsilon (e)\rangle_{W(\Omega)} \] for all \(v\in \mathcal K(e)\) with families of elliptic operators \(\{\mathcal A(e)\}_{e\in U_{\text{ad}}}\subset L(V,V^*)\), \(\{\mathcal B(e)\}_{e\in U_{\text{ad}}}\subset L(W,W^*)\) and the system of closed convex subsets \(\mathcal K(e)\subset V\), \(e\in U_{\text{ad}}\), where \(V, W\) are Hilbert spaces, \(V\) is densely imbedded in \(W\). The cost functional is \(J_\varepsilon(e)=\mathcal L(e,u_\varepsilon(e))\), \(e\in U_{\text{ad}}\), where \(\mathcal L(.,.)\) fulfils the assumptions \(\{v_n\}\subset V\), \(v\in W\), \(v_n\to v\) in \(W \Rightarrow \mathcal L(e,v_n)\to \mathcal L(e,v)\) and \(\{v_n\}\subset W\), \(v\in W\), \(\{e_n\}\subset U_{\text{ad}}\), \(e\in U_{\text{ad}}\), \(e_n\to e\) in \(U, v_n\rightharpoonup v\) in \(W \Rightarrow \mathcal L(e,v) \leq \lim \inf_{n\to \infty}\mathcal L(e_n,v_n)\). The optimization problem \(J_\varepsilon(e_\varepsilon^*)=\inf_{e\in U_{\text{ad}}} J_\varepsilon (e)\) has been solved. The existence of an optimal control \(e_\varepsilon^*\) is verified and its dependence with respect to \(\varepsilon\to 0+\) is studied. The application to the optimal design of an elastic plate with a small rigidity and an inner obstacle is investigated. The convergence of a finite element method is verified.
