This paper develops control analysis and synthesis techniques for systems with finite signal-to-noise ratio. The system is characterized by an easily computed measure \(\varphi\). The control synthesis finds output feedback control laws to tolerate finite signal-to-ratio uncertainty on an interval. An algorithm to conduct this synthesis is proposed.
