The present paper deals with the volume and layer potentials related to the velocity part of the fundamental solution of the Oseen system \(\partial_t\mathbf{u}+\tau \partial_1\mathbf{u}-\Delta\mathbf{u}= -\nabla p+\mathbf{f}\), \(\nabla\cdot\mathbf{u} = 0\) in \((\mathbb{R}^3\setminus\overline\Omega )\times ]0,T[\), accomplished to the initial condition and the homogeneous Dirichlet boundary condition to velocity field \(\mathbf{u}\), where \(\tau>0\) and the domain \(\Omega\) being such that \(\overline\Omega\subset B_{R_0}\), for some \(R_0>0\). The potentials are constitutive elements of two derived representation formulas. One of the representation formulas is derived such that it has no pressure \(p\) due to the divergence theorem. For a bounded domain \(\Omega\) of class \(C^2\), the author concludes that the \(L^q\) strong solution decays a.e. in space under \(|\partial^\alpha_x \mathbf{u}(x,t)|\leq C(|x|(1+|x|-x_1))^{-(3+|\alpha|)/2+ 1/(2q')}\), for \(x\in\mathbb{R}^3\setminus B_{R_0}\), with \(\alpha\in\mathbb{N}_0^3\) being such that \(|\alpha |=\alpha_1+\alpha_2+\alpha_3\leq 1\) and for some constant \(C\). The proof relies on the asymptotic structure of the Oseen flow at the steady state in exterior domains [\textit{G. P. Galdi}, An introduction to the mathematical theory of the Navier-Stokes equations. Steady-state problems. 2nd ed. New York: Springer (2011; Zbl 1245.35002)] to provide that the integral \(\int_{\mathbb{R}^3\setminus \overline{B_{R_0}}} \left(|p(y,t)| ((1+|y|)\ln[2+|y|])^{-1}\right)^q\,\mathrm{d}y\) is finite for a.e. \(t\in ]0,T[\), which is an essential condition for the derivation of the representation formulas.
