This is a complete and detailed survey of equivariant \(KK\)-theory for locally Hausdorff topological groupoids (locally compact and second countable). Recall that examples of such groupoids are the holonomy groupoids of several regular foliations. Also recall that equivariant \(KK\)-theory for Hausdorff Lie groupoids was developed by \textit{P.-Y. Le Gall} [Théorie de Kasparov équivariante et groupoïdes. Paris: Université Paris Diderot (PhD thesis) (1994)], while a treatment of the theory for non-Hausdorff groupoids was given by \textit{J.-L. Tu} [Doc. Math. 9, 565--597 (2004; Zbl 1058.22005)]. The author's treatment of the locally Hausdorff case is inspired rather from the equivariant \(KK\)-theory developed for singular foliations in [\textit{I. Androulidakis} and \textit{G. Skandalis}, Ann. \(K\)-Theory 4, No. 4, 561--620 (2019; Zbl 1437.19002)] using the notion of bisubmersion. Namely, it is developed on the disjoint union of the Hausdorff open neighbourhoods of the groupoid (these neighbourhoods are examples of bisubmersions). The author gives detailed proofs for results in the theory which do not appear in the literature. The overall exposition is clear and thorough.
