In this paper, the authors consider the flat three-dimensional nonholonomic Riemannian manifolds, i.e., those whose associated parallel transport is path-independent. First, flatness in three dimensions is characterized. Then, through a previous classification of \textit{D. I. Barrett} et al. [J. Geom. Mech. 8, No. 2, 139--167 (2016; Zbl 1390.70040)], left-invariant nonholonomic Riemannian structures on the three-dimensional simply connected Lie groups are considered.
