The author establishes a Harnack inequality for weak solutions to equations of the type \[ \partial_t u(x,t)+\mathcal{L}u(x,t)=0\text{ in }\mathbb{R}^n\times(0,T), \] where \[ \mathcal{L}u(x,t)=P.V.\int_{\mathbb{R}^n} (u(x,t)- u(y,t))K(x,y,t)dy. \] The author assumes a suitable condition of ellipticity on the kernel \(K\). Moreover a weak Harnack inequality as well as local boundedness of solutions are established. None of the results require the solution to be globally positive. This makes the proof of the regularity of the solution very straightforward.
