Let \(\omega \) be a closed \(2\)-form on the manifold \(M\) such that the set \(\Theta =\{p\in M; \det \omega_p=0\}\) is nonempty and has zero measure in \(M\). Then the pair \((M, \omega)\) is called a \textit{symplectic manifold with singularities}. A special class of singularities is considered here, namely \textit{contact singularities}. The paper under review studies the Kostant-Souriau prequantization of functions from the algebra \(\mathcal{F}_{\Theta}=\{f\in C^{\infty}(M, \mathbb{C}); d_yf=0, \forall y\in \Theta \}\) supposing also that \(\omega_y=0\) for all \(y\in \Theta \). A main tool is that of \(\Theta \)-handle and examples are the connected sums of (pre)quantizable symplectic manifolds.
