    The main object of the paper is the linear neutral system \[ d/dt(Dx_t) = A(t)x(t) + B(t)x(t-\tau) \] with bounded \(A(t)\), \(B(t)\) and time invariant stable difference operator defined by \[ D\phi = \phi(0) - C\phi(-\tau) \] This system is considered together with the quadratic functional \(V:\mathbb{R}\times C\mapsto \mathbb{R}\) below \[ V(t,\phi)=(1/2)(D\phi)^TP(D\phi) + (D\phi)\int_{-r}^0Q(\lambda)\phi(\lambda)d\lambda + (1/2)\int_{-r}^0\int_{-r}^0\phi^T(\lambda)R(\lambda,\eta)\phi(\lambda)d\lambda+ \] \[ +(1/2)\int_{-r}^0\phi^T(\lambda)S(\lambda)\phi(\lambda)d\lambda + (1/2)\int_{-r}^0\phi^T(\lambda)M\phi(\lambda)d\lambda. \] The matrices \(Q\), \(R\), \(S\) are chosen continuous and piecewise linear. Some linear matrix inequalities are obtained ensuring stability conditions. Some improvement of the stability conditions on the delays is shown on a standard example.
