The authors have developed [Linear Algebra Appl. 133, 89-120 (1990; Zbl 0714.17010)] an algorithm for the classification of solvable Lie algebras over a perfect field by the use of nilpotent frames. This is put to use for algebras of dimension not greater than four in that these algebras are counted over finite fields and are classified over the real and complex fields. A lengthy table is supplied. The authors find 21 different isomorphy classes for their classification at dimension 4, some of which are parametric.
