A topological group \(G\) is locally continuously perfect if \(\exists r\in\mathbb N\), \(\exists\) neighbourhood \(U\) of \(e\) in \(G\) and \(\exists S_i,\bar S_i:U\to G\) (\(i=1,\dots,r\)) with \(g=[S_1(g),\bar S_1(g)]\dots[S_r(g),\bar S_r(g)]\) \(\forall g\in U\), where \([.,.]\) denotes the commutator. For any manifold \(M\) which is either compact or the interior of a compact manifold with boundary the path connected identity component of the group of all compactly supported homeomorphisms of \(M\) with the graph topology is locally continuously perfect. Bounds on \(r\) are given. Variants involving smooth manifolds, foliations and equivariant homeomorphisms are presented.
