The authors consider the basis and frame properties of the system of weighted exponentials \(\mathcal{E}(g,\mathbb{Z}\setminus F)=\{e^{2\pi i n x}g(x)\}_{n\in \mathbb{Z}\setminus F}\) generated by a function \(g\in L^2([0,1])\setminus\{0\}\), where \(F\subset \mathbb{Z}\). When \(g(x)=x^N\), the authors give necessary conditions on \(F\) for the completeness and the minimality of \(\mathcal{E}(g,\mathbb{Z}\setminus F)\) in \(L^2([0,1])\). The authors also obtain a sufficient and necessary condition on \(F\) so that \(\mathcal{E}(g,\mathbb{Z}\setminus F)\) is exact in \(L^2([0,1])\). For the more general cases of \(g\in L^2([0,1])\) and \(F\) finite, a notion of \(L^2\)-zero is introduced to measure the degree of singularity of the \(L^2\)-norm of \(g\in L^2([0,1])\), and further used to investigate the relationship between the minimality or completeness of the system \(\mathcal{E}(g,\mathbb{Z}\setminus F)\) and properties of \(g\) and \(F\). A sufficient and necessary condition on \(g\) and \(F\) for the exactness of \(\mathcal{E}(g,\mathbb{Z}\setminus F)\) is then obtained. Finally, the authors prove that, if \(F\) is nonempty, then the system \(\mathcal{E}(g,\mathbb{Z}\setminus F)\) cannot be a frame in \(L^2([0,1])\).
