    The initial-boundary value problem to the Navier-Stokes equations with specific boundary condition is considered in a cylinder \(Q_T=\Omega\times(0,T)\), where \(\Omega\subset \mathbb R^3\) is a bounded domain with smooth boundary \[ \begin{aligned} &\frac{\partial v}{\partial t}-\nu\Delta v+\text{curl}\,v\times v =-\nabla\left(p+\tfrac{1}{2}| v| ^2\right),\quad \text{div}\,v=0, \quad\text{in}\;Q_T,\\ &v\cdot n=0,\quad \text{curl}\,v\cdot n=0,\quad \text{curl}^2\,v\cdot n=0 \quad\text{on}\;\partial\Omega\\ &v| _{t=0}=v_0. \end{aligned}\tag{1} \] Here \(v=(v_1,v_2,v_3)\) is the velocity, \(p\) is the pressure and \(\nu>0\) is the viscosity coefficient, \(n\) is the outward unit normal to \(\partial\Omega\). The local in time existence of a strong solution to the problem (1) is proved. Sufficient conditions for regularity up to the boundary of a weak solution are formulated. The case of axial symmetry is considered on the basis of general results.
