A group \(G\) is said to be equilibrated if for any \(H,K\leq G\) with \(HK=KH\), either \(H\leq N_G(K)\) or \(K\leq N_G(H)\). The authors classify the two-generator equilibrated \(p\)-groups. They notice that \textit{G. Silberberg} did nearly the same thing [in Acta Math. Hung. 110, No. 1-2, 23-35 (2006; Zbl 1120.20021)].
