Let \(\Omega\) be a polygonal domain in \(\mathbb R^2\). Let \(H^1(\Omega)\) and \(H^2(\Omega)\) be Sobolev spaces. For \(s\in (0,\,2)\), \(H^s(\Omega)\) is obtained by interpolation between \(L_2(\Omega)\) and \(H^1(\Omega) \cap H^2(\Omega)\). The author constructs stable wavelet (= prewavelet) bases with piecewise quadratic functions for \(H^s(\Omega)\) with \(s\in (0.3974,\,1.5)\) on non-uniform meshes of \(\Omega\). These wavelets have small support with 4 or 6 non-zero coefficients. Further, a simple method is developed for verifying the global stability of wavelets derived from refinable functions with a complicated structure.
