In the paper, it is shown that the Ginzburg-Landau equation can be obtained following the traditional procedure of the satisfaction of dissipation inequality by a proportionality between corresponding fluxes and forces. The functional form of the thermodynamic force is the result of the Liu procedure in the case of a weakly nonlocal internal variable with the constitutive space spanned by spatial derivatives of the internal variable up to the third order. A generalization is suggested in the case where an additional free energy flux is proportional to the time derivative of the internal variable.
