The authors consider two groups of Cucker-Smale interacting particles, a model used to study ``flocking''. The interaction strengths within and between the two groups are the primary parameters. The authors give analytic conditions on these interaction strengths and initial conditions such that the pair of groups will form a single flock, the two groups will remain in two flocks which do not merge, or one group flocks while the other does not.
