    This is a very interesting paper. The authors consider the set \(X(M)\) of \(C^1\)-vector fields on a \(C^\infty\)-Riemann manifold \(M\). An element \(S \in X(M)\) is called a star flow if \(S\) has a \(C^1\)-neighbourhood \(U\) in \(X(M)\) such that every singularity and every periodic orbit of each element of \(U\) is hyperbolic. Also, an Axiom A vector field \(Y\) is said to satisfy the no-cycle condition if there are no cycles among the basic sets of \(Y\). The main result of the paper gives an affirmative answer to the following problem posed by Liao and \textit{R. Mañé} [Ann. Math. (2) 116, 503--540 (1982; Zbl 0511.58029)]: ``Does every nonsingular star flow satisfy Axiom A and the no-cycle condition?''
