The author studies Quillen model structure on the category of bicategories and strict homomorphisms of bicategories. The fully faithfully inclusion of the category of 2-categories and 2-functors in the above category has a left adjoint, and this adjunction turns out to be a Quillen equivalence. In fact the author treats Quillen model structure within a broader framework of bicategories. The paper is very precisely written and will be significantly useful to any researchers of the field.
