After a short introduction, the history of locational equilibrium, which was culminated in the 1950s and 1960s is given and shown to have gone independently of the memoir which had discovered much of its ground, but was ignored and forgotten. The memoir and its authors are presented followed by a translation of its text. The paper ends with a list of 64 references.
