A Borel measure \(\mu\) on the torus \(T\) or the line \({\mathbb{R}}\) is called Rajchman measure, if its Fourier transform vanishes at infinity. Any measure \(\mu\) can be decomposed into its Rajchman and non-Rajchman parts \(\mu=\mu_R +\mu_{N}\). In quantum mechanics Rajchman spectral-measures correspond to transient states, i.e. almost scattering states. In this paper the problem to what extent scattering theory in the form of rank one perturbations leaves the Rajchman parts invariant is investigated. The author produces examples \(A_\lambda = A+\lambda \langle .,\phi\rangle\) \(\phi\), \(\lambda \in {\mathbb{R}}\), where the spectral measure of \(A_0\) is singular Rajchman but where \(A_\lambda\) \(\lambda \neq 0\) have pure point spectrum. Similarly he finds examples where \(A_0\) is discrete but all \(A_\lambda\) \(\lambda \neq 0\) are Rajchman. It suffices to prove such results on \(T\). There the author analyzes the Rajchman property in terms of local symmetry of measures and inner functions on the disk.
